The Navy of Ukraine is focusing on introducing new patrol and missile craft into service able both to deny the Black Sea to foreign (presumably Russian) vessels and carry out interdiction and customs duties.

The Ukrainian Naval Forces have approximately 30 combat capable vessels including one diesel submarine. It is composed of approximately 15,000 sailors including Naval Infantry.

The Russian Navy is divided into five fleets:
- The Northern Fleet, based in Severomorsk.
- The Baltic Fleet, based in Kaliningrad.
- The Black Sea Fleet, based in Sevastopol.
- The Caspian Fleet, based in Astrakhan.
- The Pacific Fleet, based in Vladivostok.

The Russian Navy has approximately 100 combat vessels including one nuclear aircraft carrier and ten nuclear powered submarines, plus many more auxiliary and support vessels. It is composed of approximately 37,000 sailors.
